    EVALUATION OF IT/IS OUTSOURCING PROJECTS USING THE DEA METHODOLOGY

    The outsourcing of services related to Information Technology and Information Systems (IT/IS) is seen by many organizations as a tool for achieving strategic objectives. Reducing costs, focusing on core capabilities and improving business/process performance are held to be the main reasons for investing in IT/IS outsourcing. However, the process of outsourcing is complex and involves considering not only the benefits but also evaluating investments and the risks inherent in making decisions during this process. When planning to outsource these services, companies are faced with a choice of different projects, suppliers and contract settings. Reaching appropriate decisions is crucial to achieving the desired goals, and the consequent success of investments. This research in progress paper presents a model for assessing and prioritizing different IT/IS outsourcing projects. This model uses the methodology of Data Envelopment Analysis (DEA) and allows consideration to be given not only to the intrinsic aspects of such projects (cost, schedule, benefits, customization, etc.), but also the characteristics of the proponent company.     Este trabalho apresenta um sistema de apoio a decisão para o gerenciamento de projetos utilizando metodologia multicritério. O gerenciamento de projetos é um negócio caracterizado por falhas, geralmente ocasionado por incertezas e julgamentos incorretos das urgências do projeto. A maioria dos gerentes não focaliza sobre os aspectos críticos dos projetos. Considerando esses fatores, construiu-se um sistema de apoio à decisão proposto a avaliar, ao mesmo tempo, todos os aspectos críticos, relevantes, do projeto. Isto é, gerenciar as atividades em função de outros aspectos além do tempo, tais como custo, qualidade, segurança, entre outros. O que se quer é selecionar as atividades mais criticas de um projeto levando em consideração os fatores críticos através do método multicritério ELECTRE.     Fuzzy Cognitive Scenario Mapping for Causes of Cybersecurity in Telehealth Services

    Hospital organizations have adopted telehealth systems to expand their services to a portion of the Brazilian population with limited access to healthcare, mainly due to the geographical distance between their communities and hospitals. The importance and usage of those services have recently increased due to the COVID-19 state-level mobility interventions. These services work with sensitive and confidential data that contain medical records, medication prescriptions, and results of diagnostic processes. Understanding how cybersecurity impacts the development of telehealth strategies is crucial for creating secure systems for daily operations. In the application reported in this article, the Fuzzy Cognitive Maps (FCMs) translated the complexity of cybersecurity in telehealth services into intelligible and objective results in an expert-based cognitive map. The tool also allowed the construction of scenarios simulating the possible implications caused by common factors that affect telehealth systems. FCMs provide a better understanding of cybersecurity strategies using expert knowledge and scenario analysis, enabling the maturation of cybersecurity in telehealth services
